Philippines President Ferdinand Marcos Jr has announced a state of emergency - defined by circumstances including numerous deaths, widespread structural damage, and halt to economic activities and the normal way of life for residents of impacted regions.
The weather system, called in the region Tino, ripped through the populous island of Cebu, inundating whole settlements and washing automobiles along avenues.
Many thousands of people had to be relocated, others are resting in temporary accommodations.
