The United Kingdom and France to Deploy Forces to the Country should a Peace Deal is Reached

The UK and France have formalized a statement of purpose concerning the deployment of troops in Ukraine if a peace deal be concluded with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

Subsequent to talks with allied nations in the French capital, he noted that the UK and France would "create military hubs in various parts of Ukraine and erect fortified structures for arms and defense matériel" to deter any future attack.

The allied nations also suggested that the US would play the primary role in verifying a truce.

The Kremlin has on multiple occasions warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet commented on this new development.

Background and Ongoing Hostilities

Russian President Vladimir Putin began a comprehensive attack of Ukraine in February 2022, and Moscow at this time holds approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to stand with Ukraine for the long-term," remarked the UK Prime Minister.

Heads of state and high-ranking officials from the "Allied Coalition" took part in the recent discussions.

He stated at a joint press conference, he further said: "It creates the pathway for the legal framework under which British, French, and partner forces could work on the ground in Ukraine, protecting Ukraine's air and maritime domains, and restoring Ukraine's armed forces for the time to come."

The UK prime minister added that the UK would be involved in any US-led confirmation of a possible cessation of hostilities.

Defense Assurances and Negotiation Stances

Top American diplomat Steve Witkoff stated that "lasting security guarantees and robust prosperity commitments are critical to a lasting peace" in Ukraine – mentioning a key condition made by the Ukrainian government.

The negotiator noted the allies had "mostly completed" their work on finalizing such guarantees "in order that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also took part in the discussions.

At the same time, French President Emmanuel Macron declared that Ukraine's supporters had made "significant advances" at the meeting.

He said that "robust" security guarantees for the Ukrainian government had been reached in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "major advance" had been made in Paris, but qualified that he would only consider efforts to be "adequate" if they resulted in the conclusion of the war.

Last week, Zelensky suggested a settlement was "90% ready". Finalizing the outstanding 10% would "determine the future of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the heart of ongoing disputes for diplomats.
  • Putin has consistently stated that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to finish the war.
  • Kyiv has thus far excluded giving up any land, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia does the same.

Russia currently holds approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The two regions form the heartland of the Donbas.

The earlier US-led multi-point proposal that was circulated to the media last year was perceived by Kyiv and its European allies as being heavily skewed in Russia's direction.

This led to weeks of intensive negotiations – with all sides trying to adjust the proposal.

Recently, The Ukrainian government sent the US an new proposal – as well as additional documents describing possible security guarantees and arrangements for Ukraine's reconstruction, he stated.
